IRCC Web Form Response

I submitted a query regarding not recieving my Biometric Instruction Letter till now since I applied online (SDS) on 6th Nov 2020, paid both Visa + Biometric fee.

But I didn't got any response email after the form submittion, will I only get an email when they will respond ? How IRCC web forms working ?

On my experience, they reply within hours. But I think this depends on from which country you applied.

I still didn't got the Biometric Instruction Letter nor they replying to web form queries. Don't know what to do next

Before filling web form I got an option (Is your application being processed by an office Outside Canada ? Yes/No ) also below this its written (IMPORTANT: If you're currently being impacted by COVID-19, answer No to this question.) Should I select no as if I select yes I need to select Visa office which processing my application and I don't which one it is.
