I got my ppr from abudhabi yesterday. I applied in Feb tho

CV request for only between 2010 - 2014 ( i was a student at that time )
BVL in 5th of November
PPR In 18th of November

I got letter of acceptance from university but university want me to pay $500 non refundable amount. My question is with letter of acceptance can i apply for Study permit Visa or i pay $500 first.
