No does not matter , Many who got pr within 11 months received medical request.
Sending medical request does not take whole lot of time
and Some even get medical pass on the day they send medical results. so it is hard to crack ircc working algorithms.

9 from 10 who got PR within 11 month in my list did upfront medical.

Well i also know some who got mr within 11 months. and pr as well. I guess we can never figure out ircc algorithm.
I know some who get rprf and pcc requests and still get pr within 11 months and while those who sent everything upfront wait right until processing time is up

I did my upfront on SEP 30, and got the receipt on Oct 8
