I have a family resident visa under review in the London office. The case is approved in all respects but London office requires us to make viable plans like buying/renting a house , enrolling children in schools , putting money in bank before the visa is granted.
Unfortunately our financial matters are held up in courts and everything has been delayed by Covid and we are not able to make these plans at this time.

My question is , is there any canadian Immigration rule/regulation that we can qoute to London office to defer our case for six months or so until we get
funds to migrate.
Thanks

There is no such rule / regulation.

IRCC will sometimes consider giving people an extension to submit the information they have requested. I would recommend that you request an extension mentioning the challenges you are facing. I think asking for a six month extension is too long. I would recommend asking for a three month extension and then doing what you can to sort out your financial situation by then. If you cannot sort things out within three months, then you can try asking for another extension. Not possible for any of us to say if IRCC will consider your extension request. But you can certainly try.
