Anywhere where you can stay inside for 14 days and not to interact with anyone in person. Some schools actually provide an option of free accommodation in a hotel (or anything alike, contact your uni to learn about your particular DLI’s COVID approval plan)
Airbnbs are one of the best options.
Also only choose places that offer the entire place.
What province is your institution at ?
You can try but the officer might turn you back if it's not the province your institution is.
But if your brother has a PR, it might work out.
Check the provincial border regulations before you book the ticket.
I dont think provincial borders are that flexible
There are lot of various threads on this now but first and foremost, go to your institution's website and get their insight and guidance. They can only be approved to bring back students if the government has vetted their quarantine plan for students. Its incredibly strict and will likely become more so as Covid cases are rising her now a lot. Every province is different. Some test, some don't. Some allow you to stay at AirBnB some don't. Some you can take taxis some don't.
