Chances of mother getting visitor visa in summer 2021 if apply now?

Hi all!

I am a Canadian PR and would like for my mom to visit next summer 2021 (with the hope that by then things would be more open). I just checked the processing time for her application (she's in Cameroon), and it says it would take roughly 7 months to process her application. So for her to come in the summer, I'd have to apply now...

My question is: how likely is she to get a visa now with COVID issues and all that? Is applying for her visa amidst this COVID situation going to hurt her chances of getting a tourist visa? Or will she get the visa regardless, but may not be allowed to come due to COVID travel restrictions?

And as an aside, have regular tourists/people on tourist visas been allowed to travel to Canada as long as they quarantine? Or is travel restricted to citizens, PRs and people with work visas?

Impossible to say what the chances of your mother getting a TRV but qualifies to travel at the moment as the parent of a PR. Assume there will be concerns that she will want to remain in Canada and will show up as an asylum claimant risk. It will be very important to show her ties to Cameroon and proof that she will return home. Depending on her financial situation and previous travel history a supervisa may be a better option.
