No its not mandatory step. If you had received a biometric from last year, this time you will directly recieve a PPR.

I'm pretty sure everybody gets a BVL. It is a letter that is system generated I think once VO has made decision, it is to verify validity of Bio (in event of approval or refusal). I got a BVL last year before a rejection and this year got the same before an approval.

i have experiance of 6 refusals and 2 approvals my self . Every tine i get BVL before final decision . even if old bio are valid u will get BVL with every new re apply.

FINALLY, after 8 months of waiting . I got the Passport Request today.
