Pandemic Health Care Workers Practical Information
On 14 August 2020, the federal government announced a temporary pathway to permanent residency for refugee claimants working in the health-care sector during the COVID-19 pandemic. The measure will apply to persons anywhere in Canada.
We do not yet know the details of the measure or how to apply. However, we do know certain things.

- have made a refugee claim before March 13, 2020. The claim may be waiting for a decision at the Immigration and Refugee Board (Refugee Protection Division or Refugee Appeal Division), or refused. However, the person does not qualify if the claim was found ineligible, or was withdrawm or abandoned.
- have been issued a work permit after they made their refugee claim. (If the work permit later expired, that should not exclude the person.)
- have worked in the health-care sector, in health institutions, in a designated occupation (see below) for no less than 120 hours between March 13, 2020 and August 14, 2020.
- demonstrate 6 months of experience in the designated occupation before being granted permanent residence. Applicants will have until August 31, 2021 to acquire this experience.
- meet other basic immigration requirements, including those related to criminality, security and health.
The following National Occupation Classifications (NOC) qualify (Source: Quebec release)
- 3011 – Nursing co-ordinators and supervisors
- 3012 – Registered nurses and registered psychiatric nurses
- 3233 – Licensed practical nurses
- 3413 – Nurse aides, orderlies and patient service associates
- 4412 - Home support workers, housekeepers and related occupations
The government has not yet developed the application process and it is not currently possible to apply. It is therefore not clear what evidence applicants will need to submit.
We expect that:
- If applicants have a claim pending at the IRB, the claim will be suspended while they apply.
- Applicants will not be removed while their application is being considered.
- Applicants will be able to include in their application immediate family members in Canada. However, family members who are outside Canada would need to be sponsored through the Family Class after the successful applicant is granted permanent residence.
I am waiting as well to apply and meet my family, but there’s no development on this case so far.
I heard that due to second wave of corona virus there are some alterations and flexibilities
in application very soon .
Some new announcements will be followed with the application.
Most of health workers will become eligible to apply in November month end .

to complete their 740 hrs in first week of December . So hope for good news !
740 hours? The requirements states that the applicant must have completed 120 hours on the date the program was announced which is August 14th.

I think you are getting it all mixed up.
The 6 months the minister of immigration was talking about is that the applicant must demonstrate 6 months of experience in the designated occupations before being granted permanent residence. Applicants will have until August 31, 2021 to acquire this experience. (this means you must have acquired 6 months experience before you can be granted the Permanent resident (PR card) not 6 months experience before you apply
what the applicant require to apply now is to have worked 120 hours in a designated occupation between March 13, 2020 and August 14, 2020. (you only need to have worked 120 hours from March 13, 2020 - August 14, 2020 and other eligibility requirements to be able to qualify and NOT 750 hours)

Special program for asylum seekers during the COVID-19 period
The Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) confirms the upcoming adoption of a new immigration program in Québec that will allow asylum seekers who provided direct care to patients and seniors since the start of the health crisis to settle in Québec permanently.
The purpose of the program announced today is to thank asylum seekers who provided direct care during the pandemic to patients and seniors, by making it easier for them to obtain their permanent residency. Those awaiting a decision about their refugee status and who have been denied will be able to take advantage of this program, if they meet the selection conditions.
In order to be selected under the program, applicants must have acquired at least six months’ work experience in Québec in one of the eligible occupations, including at least 120 hours between March 13, 2020 and August 14, 2020, in a public or private health facility or for a social economy or private homecare enterprise.
Family members who are here in Canada with the asylum seeker can also be included in the application.
The date on which the program comes into effect will be announced at a later date.
Questions and answers
Important: The government must render its decision before the program can come into effect. All information about this future program, particularly selection conditions, are subject to change and will therefore be announced on a preliminary and informative basis, pending decisions required to enact the regulation that will bring the program into effect.
What will the program’s selection conditions be?
To be eligible for the program, applicants domiciled in Québec must first be eligible for the federal public interest policy, meaning that they applied for asylum before March 13 and obtained a work permit after their application for asylum.
Then, to be selected by Québec, they must meet the following conditions:
- have worked in Québec for at least 120 hours between March 13, 2020 and August 14, 2020, in one of the eligible occupations, in a public or private health facility or for a social economy or private homecare enterprise;
- have acquired in Québec at least six months’ full-time work experience or 750 hours (acquired full time or part time) in one of the eligible occupations, in a public or private health institution or for a social economy or private homecare enterprise, before or during the duration of the special immigration program.
