Fastest Time For Study Permit

What is the fastest time to get Study Permit under non-SDS so far?

If the processing time is 15 weeks then is there a possibility that permit will be issued before that?

One last question, is eligibility determined by regional visa office or Ottawa?

If your University is on the COVID DLI list expect to receive it within the processing times or earlier. Previously there was a travel restriction and they stopped issuing study permits until students were allowed to travel. As long as your DLI is on the list I guess you will receive it in 2 months or earlier. Just an assumption so don't take my word for granted.

So far it's been 19 weeks and counting. Sent various web forms to no avail. I'm just going to wait until they remember to work on my file...

My university was added on 20-Oct in the COVID list of DLIs.

If not COVID, my visa would be granted after 3 weeks of application. Instead, it took 12. So realistically, the minimum on this forum is 3 considering but only if
1) you will do an upfront and pass medical with IOM before submitting your application
2) you either already submitted your biometrics or your VAC is open and can schedule an appointment ASAP (ideally no later than for the next day after receiving letter to give biometrics)
3) you are transferring from English(French) speaking institution (think about something like US, UK, etc) or are a resident of EU or US
4) your finances are on point and degree is reasonable
5) strong home ties so that they will not second guess your intentions
6) you did not travel to too many countries – or if you did, they can provide info about you for background check efficiently (like the US, EU, maybe Australia, New Zealand, etc)
7) your DLI is on the list

Your eligibility is determined at the office where it gets processed. Usually it is the closest office to you geographically (like London if you are in the UK or Los Angeles if you are on the west coast and in the US)

7) your DLI is on the list YES IT IS ON THE COVID DLI READINESS PLAN

hoping to receive permit early since my intake is Jan-21 and visa office Abu Dhabi

Didn't have to give biometrics (previous application) and neither medical examination nor PCC is required for me (although I included PCC anyway).

Day 245 and waiting with a complete SDS application here.
I'm sure my GIC money has been spent on the COVID fund
Your only hope is to actually call the embassy now. I have seen non-SDS applications get processed faster than SDS. There's a guy who applied in September and got a passport request in October

could you search and provide me the embassy's number. coz they've clearly mentioned in an email to only call for passport submission queries.
