Anyone who thinks you don't need a plan should read this. If you wanna take your chances fine but having a quarantine plan to present on entry would make some sense.

just for enlightenment, so by having a plan does it mean that we need to submit a paper(or more) showing how we will be implementing it. Wont saying just by mouth suffice ? The website didnt mention atleast once regarding presenting them with a physical copy of a plan. And by plan or proof will hotel reservation mail or transactions be valid ? coz it's easy to fake them and the border officer wont check every transaction and it is next to impossible to check them without the approval of a legal body and the bank itself
keep us posted

It may. But why chance it? Why not come with a printed out plan? If you are the CBSA officer and you are going to send contact details to the RCMP for “possible quarantine infractions” are you going to do that for someone who looks diligent or someone who is fumbling with their plan and can’t present anything?

Well its not that people want to break their 14-day plan and roam around the city. But it was nowhere mentioned explicitly to have a physical plan and also present them with one. Isn't word of mouth sufficient. Let's see what happens to the first wave of students who hit the borders both with and without a physical plan

Permitted during quarantine:

In your place of quarantine you may:

  • Live with family/friends who didn’t travel with you provided you have a separate bedroom and bathroom, if possible.
  • Use shared spaces such as a kitchen, provided you:
    • limit interactions with others in the household and wear a mask or face covering if a 2-m distance cannot be maintained;
    • thoroughly and regularly clean common areas after use.
  • Use private outdoor spaces (i.e. balcony).”
This actually doesn't describe accurate quarantine rules. I think a higher level of quarantine is being asked for when you arrive. You are asked if you have your own separate space or whether all the occupants are staying inside. Nobody should be sharing kitchen, sharing bathrooms or interacting with others who are not in quarantine. You can also be asked how you are getting food or other essential supplies.

Sorry, why would anything have changed now? There is a lot of info available on Canadian news agencies about this.
The fact that quarantine checks take place hasn't changed. But this thread is about having a quarantine plan prepared and be able to demonstrate the same to a CBSA officer. The article does not address that. Stay relevant please so the people gain the most benefit of our collective input.

Actually if you look at some of the current institutions that have been approved in the province of Ontario, many say that if you are not doing the University's own program (which they recommend), then you have to submit your quarantine plan to the university/college and wait for them to approve it. Then they provide you with a letter confirming your plan to show to the officer when you arrive.

What would be the point in traveling now? Travel two weeks before the semester starts. Plus I'm already busy as hell with assignments and projects that traveling will cripple it. I haven't received my permit yet though so....

That is indeed a good point but there may be reasons. My daughter got her permit approved 12 days ago, but to travel now and quarantine as the only student in a 100 bed residence and to face 2.5 weeks on campus with a handful of students who are going to be allowed exceptionally to stay despite closure of everything on campus but no cooking facilities, I thought that was a big deal for an 18 year old who'd have just come out of quarantine! She's going instead beginning of January for start of the Winter semester and travelling from the airport on a special "quarantine" bus and will quarantine separately but with others nearby in the same situation.
