Yes, someone who is in Canada on a visitor visa can apply under H&C.

Based on your previous posts you already applied. You've also been warned of the risks that come with trying to get PR for parents. H&C is not a replacement program if you don't qualify for PGP. Based on your previous posts you don't meet LICO.
