Can I travel to Canada as a visitor along with my husband (studying masters in Canada) on my study visa which is valid until 2023 though I have dropped my study back in 2018 due to some personal urgency? Or do I need to apply for the new visitor /SOWP to travel?

My husband's DLI confirmed that I can travel as visitor because my study visa is still valid but they advise me to check first with IRCC to be on the safer side. I have raised IRCC webform 10 days ago but no reply yet.

Study visa stamp on my passport valid until 2023.

If you dropped your studies in 2018, then your study permit has most likely been canceled. Schools are required to notify IRCC when a student drops out and then IRCC normally cancels the study permit.

If you have a valid TRV, then you will need to request authorization from IRCC to be allowed to travel to Canada with your spouse.

Is there any way to find out whether my TRV is still valid because all I can through GC key is my Counterfoil document is still showing valid and how can I raise authorization request to IRCC to allow me to travel to Canada with my spouse?

Your TRV should still be valid. It's the study permit that has most likely been canceled.

This webpage seems to me addressing those who wish to reunite with their family members those already in Canada. Are you sure that for my case too I shall raise my authorization request through this email?

This is the only option available to you if you want to travel.

Your TRV on the other hand may still be valid as whilst that would have been issued with your study permit the TRV is separate. You will still need though to be prepared to show your relationship to your spouse as an immediate family member first to airline checkin and then at POE.

Note a study permit which is not a visa as such is not of course a travel document you need a valid TRV to travel

Justifying of relationship not an issue because I have two kids and we got married in 2012, so it's a well established relationship now from immigration point of view. But I don't want to get deported or take chances of being refused for the boarding that's why I asked IRCC to clarify whether I can travel on my old visa or not or else should I apply new visa(visitor /SOWP) this time to travel with my husband. But they also not clarified my doubt completely. I don't understand whom to ask now?

Ah - OK. I missed that update. In that case you should be fine. I assume you've already confirmed your husband is attending one of the DLIs that has an approved plan and so he's allowed to travel to Canada.

Based on the link you sent it just says they may be able to travel with you. If they travel with you you have to convince the airline that your travel is essential. Not quite sure that airline employees are able to figure and how they have been instructed to determine whether travel is essential.

So in a nutshell I can travel with my husband as visitor on my study visa that was issued 2 years ago because my Trv is still valid. Correct me if I interpret anything wrong please?

There is no need to convince anyone now as long as DLI in the approved list of institutions as per IRCC latest notification.

That is only for the student not spouse or children. As I said before the airline will be determining whether they feel your travel is non-discretionary. It is unclear how each airline determine whether travel is non-discretionary and whether they will just let any spouse accompany or not.
