application by 2 sibling

I have a question re parental sponsorship,
I know that you must only submit one application per person for parental sponsorship,
how if 2 siblings apply separately if they both qualify?
I am asking this as my understanding is that the applicant (sponsor) must not submit more than one application, but it is not clear if ''the sponsored'' could be in 2 separate application or not.

I do not believe they can be in 2 APPLICATIONS.

But I think it's fair that both siblings can submit the interest to sponsor form. Not every one will be picked in the lottery.

So far in the years of lottery (3rd year so far, I think), no one has reported back to us either way. (i.e. being rejected because both siblings have submitted and interested to sponsor forms for the same parents) Nor telling us that both interested forms have been picked and how should they proceed.
