See like i said, this guy submitted his application in his country of residence(most probably New York at that time, and that is the reason he is getting his passport request from there. It just proves my point rather than what you think.

Posting your passport outside India , when you are currently in India is a criminal offense and can lead to persecution.
Please read the rules else after getting your visa the custom officers will question as to how it is stamped in Dubai if u were in India.

This is absolutely correct and should be followed.
