I do meet income requirement for 2018, 2020 not for 2019 due to being on Parental leave and on EI. But my job is permanent and my salary scale for 2019 meet the income requirement. Based on that can we fight on?

You either meet the income requirements or not . You don’t. Regardless if you’re permanent or not , and your salary scale is just that , a scale . Many people have a salary scale, but doesn’t always mean they work full time, as you’ve demonstrated
It’s what’s indicated on your NOA. You’re beating a dead horse on this idea

They just go by NOA line 150. Nothing else.

There is nothing to fight.

Either your line 150 on the NOA meets the requirements for the years or it does not.

Wait another 2 years 2020 2021 2022 then try again.

Me and my husband both wants to sponsor our parents . So for my husband parents ( father n mother ) my husband is sponsor and me is co signor ( coz not enough income ) and for my mother application , I am sponsor and my husband is co signor
And we meet all income requirements by IRCC so my question is can we apply for can we apply as a sponsor n co signor same time - both application different n our family size - 3+ 2 + 1 and My husband already submit interest form fir his parents , did not mention my mother name , so in my interest form for my mother I have to declare my mother name only or my mother + my in laws name too very confusion please help

Yes, you can both sponsor and co-sign at the same time as long as you have enough income to cover 6 people.
