May be they want to prioritize the student's who can travel. It'd be a waste if some one is in an approved covid rediness DLI and don't have approved visathats strange.. how does it matter even if the permit is approved cannot travel till DLI is approved.

Received PPR today ( 23rd Oct). Finally !!!!!Applied from Malaysia ( Nationality-Indian ) on 9th June, submitted biometrics and medicals in July. Got AIP on 01st Aug. ( OWP for my spouse )
