Entering Canada on an expiring visa

Hello,

My mother has a temporary resident visa which is expiring on Jan 30th 2021. I am also due to give birth on the 30th so she was planning to come to Canada on 15th January 2021. My question is:

1. Will she be allowed to enter Canada if her visa is expiring in 2 weeks?
2. If she is allowed to enter, can she apply for an extension of visa before it expires and stay on implies status?

1. Yes.
2. Her TRV validity does not determine how long she will be allowed into Canada as a visitor. Most visitors are allowed in for a defautl six months. How long she is allowed in will be determine by CBSA. If she wants to stay longer than her allowed visit, then yes, she can apply for an extension from within Canada. There is probably quite a high chance quarantine rules will still be in place when she arrives. Assuming that's the case, she will need to demonstrate that she has a quarantine plan for 14 days and has somewhere she can stay without leaving for the entire two weeks. If she will be staying with you, this would mean that you need to quarantine for 14 days as well. If you are due Jan 30th, I would have her come at least a month early (again assuming quarantine rules will still be in place then).

If you are pregnant or even if you have a newborn your mother should not be quarantining with you unless in a separate location like your basement because you could go into labour at any moment or you’ll be attending weekly medical appointments. If she is quarantining with you then you could bring covid into a medical facility. Pregnant women and babies are also considered vulnerable groups because they are more susceptible to covid complications. Babies can come at any time so even If she comes a month early she should still quarantine alone for 14 days.
