how did you link your paper based to an online account ? do you have to create a EE profile ?

A couple of minutes ago I called and talked to the IRCC agent ... very nice person, he said on October 8, I was passed everything (all stages) and pre-approved for PR, now I need to be patient and wait for CoPR ... some officer needs to take my file and complete it ... how long he doesn't know.
Maybe this information will help some of you guys.
