It's not an issue, there's nothing to report. You have to wait until you get AOR, and then you will be able to link it. Be prepared to wait 6-8 weeks.Most of the people select 1, but I suppose if it is sponsorship application then the number of members should be 2 (1 primary applicant and 1 sponsor)
I guess they change it from 1 to 2 at the cic after they receive the application.
Was just going through info on how to link the paper application to online account. It is mentioned there
"If you are applying for family sponsorship, enter the number of family members, including the primary applicant, the sponsor and the co-signer (if applicable) who are part of your application."

I am still not able to link my paper application to online account, says no matches. Application package delivered on 17th October. Already more than 5 days, so I also went to contact us and reported the issue through web form under technical difficulty

Something else I wanted to add to this for everyone reading: if you think logically about this situation, you can't expect for something to be available on a system in such an extremely short period of time. You are sending a huge paper application into an office that gets thousands of applications just like yours. It WILL take some time for them to get your particular information into their database, let alone OPEN your envelope. And even after you receive your AOR to be able to link, you might still have trouble finding your application in the database, it might take you a number of tries to input the correct combination of information.
