Hello friends,

I applied as a CEC inland in Feb 22 and everything is passed and waiting for final decision. However I came to India yesterday for 3 weeks. So should I tell CIC or should wait for the virtual landing mail and let them know at them time ? Is there any consequences if I don't tell to CIC?
You only have to inform if you change your country of residence. However, if you are in India and if you get the COPR, you will then have to inform IRCC as you will need an authorisation to travel to Canada.

Understanding “Review Required”

A lot of applicants see “review required” in their GCMS notes for eligibility. There are many theories floating around with regard to what “review required” means and if it is alarming.

Before I venture into explaining the significance, it is important to understand that each application goes through the following stages as per the Immigration and Refugee Protection Act and the regulations (Canadian Immigration Law):

R10 – Completeness Check
Criminality
Medicals
A11.2 – eligibility
Security

Out of the above, the most important stage is eligibility. This is also the most time-consuming stage because your documents have to be verified, evaluated and assessed to ascertain that you meet the eligibility criteria for the program you have applied (FSW / CEC / FTW). To stream line this process and make it easier for an immigration officer (decision making authority), all applications are first evaluated by case analysts or program assistants. They review the documents and summarize it in the GCMS. If they have any concerns with any document or want the immigration officer to carefully look into a specific document, they will flag it as “review required.” It is the content of the note that is important here. If the review required is for a specific document, while the summary of the note says that an applicant has met the eligibility, or “ready to finalize” it simply means that while the applicant has met the eligibility criteria, but the specific document needs a careful examination form the officer before promoting (eligibility pass) by the officer.

However, if there are concerns, there will be a review required for the eligibility, and there will be no text to the effect “ready to finalize” or pass. The note will specifically state job duties do not match, or the employment cannot be verified, or the number of years of work experience claimed cannot be verified. This is where an application can land in muddy waters. But the final decision rests on the immigration officer. He may override the decision of the analyst / assistant or go with the analysis of the analyst / assistant.

Even in cases where the analyst / assistant is of the opinion that the applicant has met the eligibility, and there is no “review required,” the officer can replace it with his own opinion. Though rare, but it does happen. This is why the eligibility is only passed when an officer conclusively marks the eligibility as passed.

Finally, there is “review required” for PoF. This is the most common in many applications. This is because, the financial and banking practices of each country are different. Eg. Fixed deposits are know as Certificate of Deposit (CD) in the US. Similarly, treasury bonds, mutual funds, stocks, and many other investment vehicles are there. If your PoF anything other than a bank deposit, it is more likely that it will be marked as “review required.” Also, IRCC does not go by day to day fluctuations in FOREX. Instead, the Canadian federal government issued a quarterly conversion rate for all FOREX vis-a-via CAD. If your PoF is in a foreign currency, then you may have “review required” for the officer to make a determination.

Just because you have “review required” does not mean that you hit the panic mode. Instead, read the context in which it is there. If there is a concern regarding a document, you can send a replacement document via CSE. The most common reasons for RR are:

1. Work reference letter without job duties
2. Work reference letters missing all the details requested by IRCC
3. If you submitted a letter from a colleague because you were unable to get one from your employer, but did not have a LoE on file, this too will lead to RR.
4. Not sufficient work experience in the primary NOC.
5. Inability to verify your employment as your employer details are missing.

There are just some of the scenarios.

Everything one needs to prove to claim the points we covered by the supporting documents we submitted. Just didn't think, after giving such detailed information, that we should have included letters from past clients. we included past invoices, which I felt served a dual purpose- it evidenced the duties we perform and the people to whom those services are rendered (with contact details of the clients included).

Very frustrating!

Then you are all good. When any application is different from the ordinary, it will be marked as RR for the officer to look into before making a final call.

Same situation dont worry out file is not touched yet by the officer. FEB - 3 AOR ; FWO - O and US resident. It will take barely a week for officer to pass Criminality and Eligibility.
Same situation, criminality passed, securtiy hasn't started... Feb 16 AOR ; PNP - O and US resident. Unfortunately, I have no clue when will this change.. i am sitting on this status past 5 months...

Folks, want to share my update.
We are family of 4 member. Finally we got my CoPR.

My timeline:-
Cut-off score:- 472
Category :- CEC Inland
AOR - 7th Feb 2020
Biometrics - 19th Feb 2020
Medicals - 19th Feb 2020 (expired in March 26th 2020) But officer extended validity again on Aug 30th 2020.
Background check completed - June 11th 2020
Review of eligibility completed on - July 2nd 2020
CoPR - 7th October, 2020.

I got an email (no update on my online account) on 7th October from IRCC agent asking for confirmation if I am in Canada. As soon as I responded (Just reply on email without any documents), I received the CoPRs in half an hour ( the agent was very quick) in updating my online profile this time.

Point to note:-
I received CoPR documents, and I observed that the CoPR document numbers in one of document was wrong. You can validate the document numbers with the GRID updated to you online account once CoPRs are sanctioned. This document number in online grid must match with the document number in the PDF CoPR document. I immediately connected back and got that document regenerated with correct document number.

As per IRCC, the condition is that, to claim points for arranged employment, the applicant should "have a valid job offer from that employer for at least one year after we issue your permanent resident visa"

The above should be clearly stated in your officer letter.

- positive LMIA on a closed work permit as an inland applicant
- my initial job offer says full-time indefinite duration
- HR letter says the permanent, full-time position
- Already have worked for the same employer for 1 year.

Can you please answer my below queries?
  1. Would there be any issue with PR processing even though the HR letter and offer letter doesn't say they will support 1year after PR?
  2. Do I have to take a new offer letter in any case?

Thanks Venkat. If you want to claim job offer points, then you should get a reference letter from that current organization, mentioning your designation, roles and responsibilities inline with NOC-2174, and your gross pay p.a.
this letter should not be older than 6 months at the time of your application submission for PR (not EE profile).
This document should be supporting your offer letter and HR letter that you mentioned above. I would recommend to submit your payslips (past 6 months) along with bank statements.
