ICT: Apply from one country and stamping in another country.

Greetings!

My company is applying my ICT WP from USA and soon my US visa is expiring. May I know, if the appllication can be filed in US and the stamping can be taken from India or other country?

Or when they request the passports, can we send them to US from India.

Also may I know the current processing time for ICT LMIA exempt? From the system it shows as 11 weeks for WP, does it holds good for ICT too,?

You would need permission but yes stamping can be done in anothet country. VFS offices in India are closed but there seems to be a system that has just started to get stamping. It is still unclear whether this new system will be open to everyone.
