Applying TRV and then Marrying (Marriage License)

hey all!

I do have some quick question, I am planning to push thru the TRV for my partner in the Philippines I am a Permanent Residence in Canada and inviting him for a Tourist Visa i know it's lot of challenge to get it. my question about marrying.

I'm wondering to get a Marriage License someday in British Columbia. my partner is in the Philippines. is that okay if i just going to present his Identification or Birth Certificate all of his ID. by Scanning? because he is right now in the Philippines.

P.S I'm not processing this pandemic maybe if it's going back to normal. Hopefully.

Would first see if you get the TRV before worrying about marriage licenses in Canada.
