1. As of Sept 22, my thing was complete, I should wait for AOR
2. Its assigned to officer waiting for review
3. I have to wait
4. They are processing applications received before Feb 15
5. They can't lookup outland applications, they only can check inland applications

Awful. the pace they are moving at is completely unacceptable. Since August they haven't made much work or made a dent into the massive backlog.

Can I contact my MP when the application is received and but not yet acknowledgement letter received?

Contacting a MP is largely useless, unless your application has been in process for more than year. They will copy and past whatever IRCC says, and it won't be much different than what they say over the phone.

Don't know how big is inland backlog. But looking at speed it feels like 80% inland 20% Outland
