Hello, I found this info about 2020 income requirement
"In addition, sponsors of all family class applicants whose sponsor must meet income requirements will be able to count regular Employment Insurance benefits in their income calculations rather than just special Employment Insurance benefits for 2020."

Does that mean they will count EI benefits as sponsor approval income? what about CERB? will CERB be counted as well?

Probably. CEWS as well.

Basically income for 2020 I think will be a moving goalpost kind of requirement. I doubt IRCC has worked all the issues out.

So everyone will probably qualify for 2020 income.

I think virtually everybody has had a reduction in income during 2020 with the pandemic and all.

don't worry too much.

I would be more worried about getting picked in the lottery or not.

If you’re invited to apply, you have to provide proof that you meet the income requirements for each of the 3 tax years before the date you apply.

We can’t assess whether you meet the income requirements until you apply (if you’re invited).

Note: the minimum income requirements for the 2020 season aren’t final yet. We’ll post them here as soon as we have updated information.

Two conflicting statements. Not sure why they state about 2020, probably people who were eligible for 2017, 2018 and 2019 then due to COVID situation might not be able to continue their financial state stable during the application.

The new temporary public policy means that Canadians who are sponsoring their foreign national family members do not have to make 30 per cent more than the minimum income requirement for their region in 2020. Sponsors will also be able to count regular Employment Insurance benefits in their income calculations for this year, as opposed to just special EI benefits.

In addition this temporary public policy is for all programs not only for PGP 2020, so not sure how much one can take advantage of this for PGP 2020 program. This is my understanding and interpretation with whatever information is available so far.

Exactly.

Everyone's income during 2020 was affected. And it's not to say people were irresponsible poor performers or anything.

They should just say 2020 income will not be considered.

Actually it is going to be quite difficult with the 2020 problem going forward.

What about 2021? Looks like 2021 is also going to be a bad year.

Does LICO ever drop?

So does that mean the minimum is now LICO? Without the additional 30%? Or LICO plus 5% or 10%?

It is so ambiguous. Just say how much you need.

Only for 2020 - LICO is acceptable.
For pervious years we need to fulfill like LICO + 30%.

Actually it is even better.

They are likely to allow adding EI and CERB and other benefits as well!

So it is below LICO (in terms of income actually earned)

CERB is taxable income so it will certainly count. Everything that ends up on line 150 counts.

I don't think LICO for previous years is changing. It doesn't need to. COVID-19 only hit his year. I think only 2020 will be impacted by the reduced LICO levels.

I think they are asking 2020 noa as well.
Interesting. So this means people will have to predict income for 2020 and guess if they will meet the requirements. IRCC has never done this before.

That basically means we are going to have a lot more people submit entries into the lottery who don't actually qualify.

Looks like this is shaping up to be yet another train wreck...

Again this is in respect of maintaining the eligibility, I may be wrong.

“As a result of the COVID-19 pandemic, the income requirement for tax year 2020 will be more difficult for some sponsors to meet,” read Mendicino’s instructions, “This could result in otherwise eligible permanent residence applicants having their application refused, including both current and future applicants in the family class whose sponsor must meet a minimum income requirement.”
Yes, you may be right. Hard to say right now and hopefully the guide will make things clearer. IRCC really lacks in the communications department.
