Can i directly apply SINP EOI without apply Express entry profile

Hello Friends ,

Hope you all are doing good. Its good to go thru the threads over here and get lots of information.

I have a question regarding SINP EOI, I am interested for Saskatchewan province and my IELTS overall band is 5.5.

As i am not eligible for Express entry profile, Can I directly apply SINP EOI.

What are the risks, Pros and Cons please.

My NOC is in demand and I have total of 81 points (Including Connections to the Saskatchewan)
