PR under process, move out of Quebec.

A friend applied for PR from Quebec in August last year. With uncertainty of federal file treatment from Quebec, he's planning to move to Ontario. He's started looking for jobs and assuming he finds one soon-
Is he required to cancel his QSW application and start afresh with EE process asap?
Or, he can carry on with the same application in Ontario and is eligible for BOWP after his pgwp expires in few months?

I couldn't provide him with satisfactory answer. Look forward to hear from you.

I also suggested him to withdraw his current PR application once he gets EE invite after moving to Ontario. He's under the impression that once you move out of Quebec and under that QSW application he becomes eligible for BOWP.

As far as i know he should update IRCC that he is moving from quebec to ontario and cancel QSWP in the 90 days he waits to be eligible to apply for EE. You can't apply for EE for upto 3 months once you move from quebec to another province.

He's confirmed with his friend who was in exactly same situation as him. He moved to Ontario almost a month back and has job,lease, DL address change, bank address change etc. He hired a lawyer for EE there and they sent a detailed letter of explanation with supporting docs for his EE profile and also sent a webform update to get his QSWP application cancelled to which they got acknowledgement. He's got an Invite yesterday. Going by this, there doesn't seem to be any 90 days restriction as suggested by you.
