You have to sign the consent form.

I applied May and got aip August. If IRCC are not planning to inform applicants about stage 2 until travel restrictions are lifted (which could be months), how can one make a decision about his or her future, for example, change dli or program/course and to re-apply. I assume, after receiving aip, if I was unsuccessful for stage 2, IRCC would have told me already. Obtaining gcms notes can take 30-40 days, I think it's worth requesting due to the possibility of not receiving a formal decison from IRCC.

Nothing, you can use black ink and it will be fine with IRCC.
