To qualify under the emergency services worker category, you have to be licensed in Canada or have a license that has an reciprocity agreement in Canada, or have been offered a job by an employer under the NOC. See https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/service-delivery/coronavirus/temporary-residence/work-permit.html#toc5@legalfalcon Can you please help a group of us who are health professionals with job offers in Canada. Under the work permit changes do Registered Nurses and Physicians count under the emergency services worker category? The definition seems a little hazy, it lists it as providers of emergency services (including firefighters and medical service providers).
Are both Registered Nurses and Physicians counted as medical service providers?? If yes it appears under the current rules we can apply for TWV as a bridging option before PR is issued.
Thank you for any help!
Great thanks, I think I qualify for it, i'm both licensed in Canada as an RN and I have a job offer. I come under NOC3012. The most recent order states:
Prioritizing work permit processing for essential occupations
Employment and Social Development Canada (ESDC) will prioritize the processing of Labour Market Impact Assessments (LMIAs) for the following National Occupational Classification (NOC) codes related to agricultural, agri-food and truck driving occupations. Where operationally possible, offices are encouraged to prioritize work permit applications for these NOCs, in addition to health-related occupations, as these occupations have been identified as essential and critical for Canada.
A daily report is being pulled by the Operations Planning and Performance Branch (OPPB) and distributed to the International and Centralized Networks to ensure the following NOC codes related to work permit applications are prioritized.
It is expected that most licensed health professionals will come under the work permit exemption for providers of emergency services for short assignments. However, in the event that licensed health professionals seek to enter Canada on a work permit, they will be required to apply abroad and wait for approval.
- NOC 6331 – Butchers, meat cutters and fishmongers – retail and wholesale
- NOC 7511 – Transport truck drivers
- NOC 8252 – Agricultural service contractors, farm supervisors and specialized livestock workers
- NOC 8431 – General farm workers
- NOC 8432 – Nursery and greenhouse workers
- NOC 8611 – Harvesting labourers
- NOC 9463 – Fish and seafood plant workers
- NOC 9617 – Labourers in food, beverage and associated products processing
- NOC 9618 – Labourers in fish and seafood processing
- NOC 9462 – Industrial butchers and meat cutters, poultry preparers and related workers
Those who are travelling by air from somewhere other than the U.S. will have to present a letter of introduction to the air carrier to board the flight unless they already have a valid work permit in their possession.
OPPB will also pull a list of the following NOC codes for health-related work permit applications to ensure they are prioritized:
- NOC 3011 – Nursing co-ordinators and supervisors
- NOC 3012 – Registered nurses and registered psychiatric nurses
- NOC 3111 – Specialist physicians
- NOC 3112 – General practitioners and family physicians
- NOC 3124 – Allied primary health practitioners
- NOC 3125 – Other professional occupations in health diagnosing and treating
- NOC 3131 – Pharmacists
- NOC 3211 – Medical laboratory technologists
- NOC 3212 – Medical laboratory technicians and pathologists’ assistants
- NOC 3214 – Respiratory therapists, clinical perfusionists and cardiopulmonary technologists
- NOC 3215 – Medical radiation technologists
- NOC 3217 – Cardiology technologists and electrophysiological diagnostic technologists, n.e.c.
- NOC 3233 – Licensed practical nurses
- NOC 3234 – Paramedical occupations
- NOC 3413 – Nurse aides, orderlies and patient service associates
- NOC 4411 – Home child care providers (LMIA-required in-Canada applicants)
- NOC 4412 – Home support workers, excluding housekeepers (LMIA-required in-Canada applicants)
If you have a job offer, is your job LMIA exempt? If not then first you will have to get a LIMA and then apply. The OWP is for applicants who are LMIA exempt.Great thanks, I think I qualify for it, i'm both licensed in Canada as an RN and I have a job offer. I come under NOC3012. Am I correct in thinking I apply online?
When I try to apply for it online and select that i'm in this category it gives me 2 options, one is to apply for an open work permit and it also gives me the option of the international mobility program and states I just need an ETA. Which option would be best to apply for please??
When I do the assessment for work permit online and select the emergency service category it directs me to the open work permit and appears to suggest at the moment people in that category are LMIA exempt, is that correct??If you have a job offer, is your job LMIA exempt? If not then first you will have to get a LIMA and then apply. The OWP is for applicants who are LMIA exempt.
That will depend on your offer letter, your employer and your specific circumstances. I cannot comment on that without looking at the docs. If it is LMIA exempt, and you are eligible for OWP, you can apply accordingly based on your documents and wait for an approval. When I do the assessment for work permit online and select the emergency service category it directs me to the open work permit and appears to suggest at the moment people in that category are LMIA exempt, is that correct??
Hi @legalfalcon, I have read your reply. May I ask how about if the criminality took so long like under process for 5-6 months now. Do I need to worry? Also is eligibility MET same with eligibility PASSED? Do the officer in charge needs to review again my eligibility and consider it pass before initiating the security stage? Got confused about it.If your security screening commenced on Mat 26, no need to be concerned yet. Give it some time. However, the info provided over the phone may not always be accurate. When IRCC stays that the BGC is in progress, it may only include criminality.
Criminality and security, both fall under BGC.
Security is usually completed in 3-6 weeks for most applicants, unless they are in security screening. One indicator of being in enhanced security screening is that 2 months have passed since your eligibility was conclusively passed, and your security was initiated.
To read on security, the security screening manual see https://bit.ly/3mQQvmu
Also, you should request your GCMS notes to see the exact dates. However, before you do, send a webform and know the status of your application, and also call.
The CBSA notes and GCMS notes look exactly the same as both IRCC and CBSA use the Global Case Management System, and the only difference being that the security related info is redacted in GCMS notes, but is usually not in CBSA. The CBSA notes let you know the date when the security screening was initiated.
However, in the GCMS notes too, you can see the "Activities" section and it may also show your security related activities on your application.
For most applicants criminality is passed along with R10. However, if your biometrics were pending, or if a PCC was not on file, or if your are an inland applicant and your RCMP was not provided then the criminality will continue to be in progress until these are submitted.Hi @legalfalcon, I have read your reply. Our biometrics and PCC are complete and didn't request for further documents related to it that's why I am wondering why criminality is in progress for 5 months now. Is it safe if I will order gcms? I'm outland applicant by the way.For most applicants criminality is passed along with R10. Yes i am in the same loop, december 11th aor, inland cec application, i were told my application was approved on august-30th,still as on today too i don't see any updates from cic. When i was speaking to my lawyer they see some people are getting copr within 2-3 weeks of approval.I really don't understand why there is a long wait between making a final decision and issuing COPR for inland applicants. So many of us still waiting weeks and months after we were told a final decision was made on our files. Are they trying to space out PR card applications?
