You should apply at least before 30 days prior to the expiry date. I think you can wait and see till Nov end. If you have an outland dependent, they won't open border until Vaccine is ready.

It has nothing to do with vaccine. Some outland applicants are continuously landing in Canada and they are not vaccinated against Covid.
There has to be a different reason only IRCC knows.

I am in the same situation (DM March 12th, ECAS DM on the same day and DM reverted to In Process mid May) and my Work Permit was expiring on July 6th.
Back in March, I thought I would never had to apply for a BOWP because I had time enough to be granted PR. As the time went by and due to this BS "pandemic", I realized I had to apply for the BOWP or leave the country. I chose BOWP.
Honestly, I think you should do the same since IRCC can't give applicants with dependents abroad a timeframe to finalize our application. Better be on the safe side.
Just my 2 cents.
You have dependents outside Canada?

It is obvious that there is not any rule how IRCC working. PR Application is just related with “luck”. My file is one of the simplest file, individual applicant, no dependant, inland for 3 years, etc. Progress bar shows 27 days left (March 19 AR). But still no DM no CoPR and not any transperant information. Just a GU last week Thursday. I called IRCC 2 weeks ago and agent told me that security not started which is same for more than 10 months. I raised a webform but same generic answer, Covid19 bla bla. And honestly I am really exhausted for waiting with this uncertain condition. I plan to move Europe. Canada started to be a disappointing country for me.
It’s will be my 19 mouths waiting end of the week.... AR March 29 / 2019 nothing is coming... I understand your self.

Paper-based has an average of 20 months.
What does that mean? Some people will get it before and some after.

Every case is a different case.

Do you want it faster? Go for express entry.

Canada doesn't have any obligation to give permanent residence. So, please don't be a child and stop complaining about how IRCC works.

And please be aware that you don't know who is watching what you type here.

Have patience and wait.
Are you working in IRCC or get any bonus from them. Stop to teach people How they should write and just continue to wait.

We don't know what make us get a red flag in our applications.
And complaining on public forums might not be the best idea. :confused:

My freind of dairstrait tell me when you raised webform what did you ask for.did you say you allways get templated answers.now you should write them security not initiate since 12 month.give something new not the dame same generics and common answer every week .this is realy they making us sick.

Lokelike he is a agent for ircc.so evrydoby must keep quiet. No complain.until it rotten.

This is a public forum, a place where people can exchange opinions, points of view or looking for advice regarding a common objective: Permanent Residency.

Criticism to the system is part of the process and I really don't believe there's a "Big Brother" on these forums actively looking and targeting whoever isn't happy with the way some applicants are handled by IRCC.
It's called freedom of speech.
