Is 4 year bachelor degree good for citizenship as a proof of enough understanding of English language? ( I have English proficiency Certificate which show that medium of instruction and exam was in English)

A bachelor degree plus a certificate from institution that medium of instruction of that degree was English is sufficient for the requirement.
