If the primary applicant is a government employee of any country, is there any approval or no objection certificate issued by the government needed at any stage of the entire EE or PNP process?

You must have an ordinary passport to apply for PR. It's not possible on diplomatic, service or government passports.

  • your passport must be a regular, private citizen passport
  • you can’t immigrate to Canada with a diplomatic, government service or public affairs passport

Maybe it's different in other countries but I would assume only high-ranking officials would have those sorts of passports.

Suppose if the service law is not allowing to apply for a PR to other country, and the employer isn’t agreeing to provide an experience letter or reference letter then what to do?
Canada doesn't care what the other country's law is. Of course, if you can't get a reference letter, then you might be out of luck.

You have to explain the situation through your Letter of Explanation. Include all email requests or conversations if possible. And you should be able to provide a letter from a colleague or your boss
