Great news ! But not the end !
This is an experiment according to the below, let give them the benefit of doubt.

This testing phase will allow us to assess our protocols and procedures, and ensure the safety of our staff and our clients. The lessons learned will help us plan for reopening services more widely in the future.

IRCC says said:
Citizenship:

  • Vancouver Expo will be reopening for limited citizenship-related services, including citizenship knowledge re-testing and citizenship hearings, for a select cohort of applicants, to test the flow and viability of client-facing services. IRCC will be scheduling appointments by email.

This opening seems to be a pilot phase, still very limited. Only one open office, the one in Vancouver. So the blocking situation continues for other regions, Montreal, Toronto, and others ...

Observe carefully ... and continue the pressure.

Vancouver only, eh?

Still in the realm of speculation: virtual Oaths seem to be well on track now -- how long did they take to move from pilots to now? Three months (June, July, August)?

Maybe we can speculate that by Decembers they will have test resumption going for real.

The problem is just that this news reveals that they want tests to remain physical as opposed to virtual... so if there ever be another lockdown (knock on wood),we are skrewed.

What is happening now, comes to discredit all those who at the beginning tried BY ALL MEANS, AND WITH RAGE to make us accept the status quo, to play down the situation, and to discourage people from making noise, alerting the press, contacting their federal deputies, to be visible on twitter and social networks, etc... By affirming that it was useless to make noise, to be silent, to consider oneself happy already to be here, to return to our countries, and other wickedness ...

A very popular French saying:

''Le droit s'arrache, ne se donne pas ''

* Transation in english : ''The right is torn away, not given ''

Let's keep putting the pressure on with the hastag #Resume_Citizenship_Tests

1. I can see that few took virtual oath in Jun itself(apr2019 applicants). Many in Jul of course. Lot in Aug. So the gap from pilot is possibly 2 months.
2. I believe so unless infection rates are low as you said in #3 they are still preferring in-person tests hence its more difficult to implement in few months unless other conditions favor which is not going to be same while economy reopened(and winter flu season).

they're probably waiting on the vaccine to come out. Even if that's true, i guess they will be the last batch to take the shot.
what they're doing is just gross me out.
This is what is likely to happen, indeed.

The union of federal employees is very powerful, and will surely ask for the vaccine + a daily residual ratio of covid cases of zero, even after the vaccine ... This situation suits them. This situation + the power of their union + and of course the code 699.

Those who are waiting for a test will have to wait years and years if they do not make noise, sittings, contact the local federal parliamentarians (no need if he is conservative, waste of time, you know lol ...), alert the press, etc ...

The pilot program in Vancouver is in my opinion a trick to calm people down.

But in reality nothing is progressing, and citizenship remains de facto interrupted, in fact.

There is no citizenship without testing.

Wake up, make some noise ... Passivity will only confirm the many years and years of waiting to come. IRCC CIC employees will continue to relax quietly with our tax money.
