Hello,

I applied for the study permit recently, but few days after giving the biometrics my application got refused with the following messages:

• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your family ties in Canada and in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your personal assets and financial status.

What can i do ... ?
and has anyone got approval after getting rejected at first?

Thanks for your reply

I am Palestinian, living in the UAE.
I am a holder of B.Sc. and M.Sc. in electrical and computer engineering.
I got admitted in Concordia University for PhD.
I have an award + stipend that alone can cover my tuition and life expenses in Canada. In addition I have alot of savings.
I have obtained the CAQ.
I am single, 26 years old.
What more info can i give. I am definitely planning to go back to UAE after finishing since most of family live here, but idk what they mean with the reasons they gave in the refusal.

Did you write a Statement of Purpose? Did you include your scholarship in your financial information submission? Do you have UAE permanent residence/citizenship. If not, what is your passport?

Yes i wrote an explanation letter plus a financial statement letter. I explained that i will not be staying and that i want to go back to my family. I was born in UAE and i loved my entire life here. I had a student visa but now i have a worker visa (because im employed). I have a Palestinian passport.

The main problem is that you and your family have very weak ties to your home country (Palestine) as it sounds like you are all in the UAE under a temporary status. That is a major point of refusal as those that are applying from countries with temporary statuses are likely to try and apply for immigration (atleast from historical data). Immigration wants to know if things go bad here in Canada that you will return to your home country. As your status is temporary in UAE, this may not be possible. And because you've shown that your ties to Palestine are weak, you are considered a possibility to overstay your visa.

You have a few options:
1. Apply for Express Entry and for Permanent Residence (if you have the points)
2. Go back to Palestine and reapply from there, although this sounds unlikely as your family is in the UAE.
3. Re-apply and explain why you are in the UAE and that you have been here for your entire life and that you can return here after studying. This will be the hardest to do.

You can also apply for GCSM notes and find out exact reasons why you were refused although my suspicion is for the reasons mentioned above.

Palestinians in particular face the issue of not having guaranteed entry to their home country, as it lacks effective control over its own borders. OP sounds like a solid applicant otherwise; I wouldn't expect many fully-funded Concordia PhD candidates to be refused.

@AhmedAlagha, have you looked into Express Entry and estimated your CRS score? If you have a master's degree and at least three years of skilled work experience, you may qualify for permanent residence in Canada with a high enough IELTS score.

I have reference letters from my current advisors stating that they are interested in hiring me in my current university in the UAE once I am done with my Ph.D. ... You think this will make my profile look solid?

Regarding Express Entry, I am considering it if my application deosnt go through. I have a year and a half of employment + 2 years of Research/Teaching Associate while I was doing my M.Sc. .. I am not sure how much do these 2 years count for in full time hours.

Typically a letter stating that a position will be open for you upon your return is hard to believe.

To count a year you need at least 1,560 hours (30 hours per week over 52 weeks).

A simple question for the OP. Do you ge request to submit your medical prior to this rejection letter.
Do you get an AIP letter prior to this rejection.

This will enable us to further give clarification.
