Have you tried emailing the IRCC office in London?

I got silence as a reply but the first stage letter did arrive 12 hours after emailing.
I'm still not that happy, after my daughter sent webforms which have received no responsse and it's now 14 weeks, when the estimated processing time was 8 weeks and the total processing time for CAQ and study permit is now 27 weeks.
GCMS notes will arrive soon.
Her classes cannot be done online fully and she has a scholarship for this semester.
Sure, I will tell my friend to do that. I applied for him the GCMS 12 days ago.

Nationality is likely to make a difference, as they are outside their country of nationality and probably wouldn't benefit from a fees reduction on grounds of nationality in Quebec like French nationals have for example, thus needing to show substantially less funds.

He is a PhD with tuition covered and sufficient funding to cover living. So $$$ is not an issue.

None for us after 13 weeks wait, estimated wait time at moment of application was 8 weeks. CAQ took 13 weeks too, 26 weeks so far.
Weird.. I thought Canada processed applications from first world countries faster than third world. Yet, it seems we are all in the same boat.

It's now almost 17 weeks, it took 13 weeks for the CAQ, it took 18 weeks for Bishop's to produce the LOA, total wait is 48 weeks. My daughter still hasn't decided whether to go ahead with the few online classes she can do but Bishop's have said she can catch up on the in person only classes if she arrives even a month late.

GCMS notes are due now any time which I'm predicting might show the study permit was approved in the last 2 weeks of June 2020.

they will do their best that she can try catch up. But it shouldn't be like this. Her university has 5% USA nationals and they've all been allowed in and of course have quarantined. It's their orientation week now, supposedly the best week of the life of the university, well for my daughter, it's the worst week and she she's said she doesn't want to partake even thought it's obligatory - most events are after 2200 up to 0600 so no way is she participating in those events, I will not have my sleep or the other children's sleep disrupted. My daughter's emailed the university to ask for the 87 dollars to be taken off her bill, given it's unreasonable to pay that much to watch others have fun on instagram.
