Many things could be different immigration officers, inland or Outland officies, or just the country’s the applicant is from. I’m honestly not sure myself what I do know it’s been a very long wait for the first part to be over with and now we’re headed to the second portion and I just want to be with my husband. But hopefully with all the protests going on hopefully our spousal sponsorships start getting processed faster.
Most cases are at the beginning of the process. Some had to redo their medical at the end before medical done earlier had expired before PPR or sending out COPR.
Inferring a bit, some countries seem to do at the end,or closer to. Possibly because the medical have a validity of only 12 months and if cases typically take longer, avoids redoing.
