Citizenship - Police certificate

Hi all,
I am confused about police certificate of my in-laws citizenship application. They have been out of Canada (to backhome) few times, twice over 183 days (360 days and 190 days in 5 years after arriving Canada). They have obtained the police certificate for 360 days of absence but did not get it for 190 days which they had just came back. i am now submitting the application and just realized that. if i send the application without the police certificate for 190 days absence then would they return the application?

ok but what confuses me is that statement:

"You don’t need to provide a police certificate if

  • you were in your country of origin immediately prior to becoming a permanent resident and landing in Canada, and this time falls within the past 4 years. "
What that means?

I thought that means that if they went back to their backhome right after then no need to provide police certificate.

I’m not sure 100% but I’d say that the key here is the “you were in your country of origin immediately prior to becoming a permanent resident and landing in canada,...”
I’m working on my application right now and this is how I understood It right away. I’m in a situation where I applied from my country of origin and once I’ve got my COPR granted to me I came to Canada straight from there. In this case I understand that I don’t need that police check but your in-laws went there after they became permanent residents so I’d guess they might need it.

This is my understanding too.

That if they were in another country for more than 183 days after becoming PR then they should submit a PCC.

ok thanks guys. i already sent the application. so they have one PCC for a year time spent there but not the 2nd time for 190 days, actually the reason for not getting the 2nd PCC was they were supposed to be back before 190 days but delayed due to COVID19 situation no flights were available then.
so if they return the application, i can explain it why. i know i should have explained that but missed it.
