Unused ICT WP - Can I apply for Study permit?

I have ICT WP from 2019 that is valid till jan 2021. I havent entered Canada yet.

But Can I apply for a study permit while the ICT is valid ? I am not planning on using the ICT permit.

Does having ICT have any negative consequence in deciding my Study permit application?

Yes you can apply for a study permit. Yes ICT creates more concern that you Are determined to get to Canada and have no plans of returning home after your studies. Make sure your select a course that shows logical progression based on your previous education or work history. The course must also lead to career advancement. A masters or PhD is always best to show you are a genuine student.
