One of my colleagues friend.. He is an inland cec applicant.. AOR is june2020. Got his PR approved last week. He did not give biometrics for PR.. But he gave when he applied for WP extension inJan 2020
Boss @cck1986 , this is not possible. Thousands of late Feb / March applicants are yet to be approved because of no biometrics. WP biometrics doesn’t count towards PR application unless IRCC states otherwise

(AOR - March 21, CEC Inland, no biometrics done yet) eligibility/medical passed may 20, got two ghost updates (3rd and 4th) in last 10 days, is it indication of criminality/security check?

Best to request your GCMS file, since you are inland you can request it for free. Also, applications are being processed without Biometrics

To be honest. Nobody know biometrics is related to security or criminality except IRCC.
but most of the applications are criminality pending due to biometrics, mine also.
From what I heard from lawyers and consultants, biometric is for record not for security or criminality. They already have fingerprints from RCMP check but this collection is just intended for keeping person on record in order to confirm that it is same person whom they issued previous permit of any kind. They decided biometric collections for all kind of visa so that when one apply for PR or even citizenship they know it is the same person whom they issued study permit before N number of years. They can prevent immigration frauds and keep track of everybody. Even those people who illegally cross border to/from states will held accountable after their biometric on record.

Biometric was handled by Clearview AI, any kind of biometric datas like fingerprint, facial recognition, picture available on public forums, social media is their business. They are supposed to give these data access only to law enforcement agencies in USA and Canada but because of some sort of privacy breach accusations, it is under investigation. So we don't know when, how and if this biometric will start. We dont even know if biometric is only closed because of Covid19 situation. This is not conspiracy theory, but guess of some experienced people. From my understanding investigation is going on only for facial recognition but they cant deal with any biometric data collection now. Let us all hope that they will waive biometric requirements at least for now.

It makes sense now. But what about the US and other countries that restarted biometrics collection. They have alternatives I assume right?

So are they issuing COPRs without biometrics for inland applicants
This is a statement from IRCC

Please note that even though some Service Canada offices have reopened, the biometrics collection services remain unavailable until further notice. For now, there is no public policy for permanent residence applicants that exempts them for the biometric requirements.”

It is canada who has problem with clearview ai not usa, so they are good to go i think. Nobody know s even this is actual reason or not. Its just speculation. Just hope for the best

Nope.

I got information letter on 20 Aug (AOR may 8, m/br: 30 jun ,couple of gu : 30 july, CEC inland). They will not make the decision without biometrics :)

We have begun processing your application for permanent residence, and in order to make a decision we require the following information/documents:

 Biometrics

Please periodically monitor the following link for updates and complete biometrics once it is safe to do so in your area: https://www.canada.ca/en/immigration-refugees-citizenship/services/coronavirus-covid19/biometrics.html

Please note if you’re between 14 and 79 years old, you need to give your fingerprints and photo for all permanent resident applications, even if you already gave us your biometrics and they’re still valid.

We invite to visit our website to get the most up-to-date information on how the coronavirus disease (COVID-19) is affecting immigration, refugees, citizenship and passport services: https://www.canada.ca/en/immigration-refugees-citizenship/services/coronavirus-covid19.html
