Student Direct Stream- Process details

Hi All,
I want to apply for study visa for my brother and will be using Student Direct Stream process for the same. Now while applying, the website mentions that you should have Medical Certificate and Police Clearance Certificate done before hand so that processing is fast.
My question is can my brother get his medical done without UCI no. being issues to him? Since we have not applied yet, there is no UCI No.

I will be grateful for any help regarding this.

but PCC is not required for student visa.

PCC not required for Study Permit for Indian students.
Until specifically asked for.
