They actually send a physical file which usually takes about 2-4 months as confirmed by IRCC
In this electronic world, sending files is waste of time for everyone, including theirs.
Even many visa processing and background checks before issuing visas, passport etc from international offices to Canada doesnt happen via transferring files and no idea why they would stick to transferring just paper even in 2020.
Many steps they took to improve speed in the last few years but they overlooked these unnecessary steps and still keeping it which costs time for both parties.

The first thing they need to change is to stop asking for physical application copies and change systems online like PR application.

They can still ask but we should be submitting one page document with one bar code of our application submitted online(even if cic could not get the full system working online). This would save months of waiting for AOR and then months to transfer to local office. its like going in circles without reaching anywhere. Looks like they want more work hence of course they would like paper based applications;).

Seems PR application yields more income than citizenship application hence less investment in automation:p(but they lose by wasting fed workers time via salary for more people to review paper:rolleyes:)
