Yes. The last chance. Last date is 23rd September. Cannot defer as done once. Also there is no winter semester. Just the whole year. So hard to wait.

No it doesn’t. Action is required for biometrics but IrCC clearly stated that it isn’t required even if the letter states 90 days. So no issue at all.
