Study Visa Vs Study Permit

Members Pls help to understand :
My Kid is 6 yrs old and is having Study Visa which was issued in Feb 2020 and yet to come to Canada. I asked the same to IRCC and they responded that " If you are an international student who has a valid study permit or were approved for a study permit on or before March 18, 2020, you are exempt from the travel restrictions and do not require written authorization from the Government of Canada to travel to Canada by air or land."
As per Canada Immigration minor child are not supposed to get Study permit.
I am confused if she is exempted to travel or they need to give me a authorization to travel ? Can you anyone help me to understand this ?

What exactly did you and the child apply for?
I applied for Work permit thru my company and I am in Canada. When I applied for Visa for my kid the immigration team told as she is more than 5 years old she can get student visa and that's what she has now.

Did you apply for a study permit for the child? There is actually no such thing as a study visa per se.
When you apply for a study permit you get a permit which is given to you at the airport and a TRV which is the sticker in the passport that allows you to board a plane, this might say study on it but it is no different from any other TRV.
If they have been granted a study permit there should be an invitation letter that states that the permit has been granted and which should be presented at point of entry to get the actual study permit.
Its not true that minors CANT get study permit its just they don't always need one. So they should be able to travel if issued before March 18th and they have "essential reason" to travel, I would say parent being in Canada would probably qualify.
