If you are processing a visa they can know you are outside? I don’t know... I could guess that the only reason is your travel needs. But GCMS notes should show you what is happening. They seem to be giving them out soon these days.I came here for vacation and I’m stuck. I did not change My COR. So I didnot inform them that I’m in India. Once I get the gcsm notes it will be clear I what’s happening. I’m trying to be back eagerly. I even have a TRV in process in India.

I got from Ottawa. So they should be fine too...That's so great!!! Hopefully they move mine to Vancouver too!

VO and VAC are different entities. VO does process the application I believe.And that being said, the final decision always comes from IRCC office not a local visa office. Or at least that's what I read from their website:
"VACs do not accept applications for immigration; Express Entry... VACs accept applications for travel documents for permanent residents."
So CIC offices will sent the PR email and I guess VAC is the one where you send and get your PR card. I could be wrong, if someone wants to correct me, please do

Do they send you an email for COR ? I am cec inland currently out of country.
