Hi I want to know if a HIV + person can immigrate to Canada through express entry system. I learnt that the Canada medical threshold increased over the last 3 years to $21,000 and I assume such amount will definitely cover yearly treatment cost.

Yes most people who are HIV+ are approved for express entry.
