Were youallow to work during reconsideration period as an implied status?In my case, it is a reconsideration. I applied in Oct,2019, and got refused in Jan,2020. I requested for reconsideration in Jan,2020. It took 8 months for them to reconsider my application.

I think lferfga is right. Most students would have probably applied in April/May cause that's around the end of the Winter/Spring semester. Processing will likely slow down then.I think April/May are probably the months with the most applicants, that's usually when people start getting their final grades.
Didn't Service Canada close in late March? I think once they reach the April backlog that's when things will start to really slow down.

I don’t think so unless your job is considered essential service. PGWP is an open work permit, the decision will not take into account job offer.
