How to remove a non-accompanying step daughter in PR application as her medical had an issue? My partner’s daughter in her first marriage.

Thank you canuck78. Anyway, She is living with her biological mother. My partner is annuled with her ex-wife. Can we used the annullment certificate and make an affidavit letter that she is with full custody with her mother.
