I just noticed a change on IRCC processing time. It is still showing 12 months. But the 12 months counted from receiving an application to finishing everything before, and now it is changed to count from starting to process an application to the end, which means from receiving AOR.

Where exactly did you see the changes?
Because I've just been on the IRCC website and its still showing this:

Your processing time starts the day we receive your complete application and ends when we make a decision.

If you apply by mail, the processing time starts when your application arrives in our mailroom.

Don’t go to the “check processing time” page. That is for all kinds of applications to IRCC. The explanation of processing time under the Citizenship Application “after you apply” was changed. That’s more specific for citizenship applications.

Yup, that’s true. If their speed of opening envelopes is the same as before, we can simply expect a delay of the length of closure, when they didn’t work.
