Getting PR again

I accompanied my family in 2013 as PR to Canada. After living for a while, in 2014 we all decided to return to home country as my parents didn't like it there. As I was 18 at that time, I had applied for SIN number alongwith my parents and I was issued one.
After returning in 2014, neither of us went back and obviously, we couldn't honour residency obligation. I renounced PR in 2019 as I didn't have any humanitarian grounds for renewal. Now, I am planning to apply under Express Entry as principal applicant.
After getting my PR again, will I be issued new SIN number and all other cards like DL, health card etc or the previous ones will be renewed ?

Yes you'll need to reapply. Yiur previois SIN will ne linked to your new one.

If you had a non # 9 sin, it’ll just be reactivated
Only ones linked are from temporary status # 9 SIN to permanent
I had a proper non-9 sin as I was a Permanent Resident.
I read below mentioned text on IRCC's website which is also mentioned on my confirmation letter for PR renunciation.

"If you renounce your permanent residence in Canada, you will lose access to social and health services provided to permanent residents by the Government of Canada or your province or territory of residence. You may still qualify for certain benefits such as those related to the Canada Pension Plan and Old Age Security, but there may be exceptions."

Does social and health services refer to Health card and SIN ?

Only time a new SIN is issued and it’s RARELY done is identity theft and where the SIN has been fraudulently. So many programs use the SIN so it’s done rarely It’ll just go dormant , or made dormant by ESDC. SIN numbers are not recirculated back into the system . Typically it’s from birth till you check out permanently, so to speak
Health Insurance is under the provinces domain, that’s where residency requirements are set out , not by the ESDC
