I have applied for Coop work permit on Feb 08 2020. My work term starts in September. Since i didn't give biometrics initially,it is in processing sate forever. Anyone here applied in the month of January or February without biometrics and got coop work permit

None of the people I know have gotten their Co-op work permit in February. Under IRCC, the immigration case analyst is responsible for going through your supporting documents including your IMM forms before he/she initiates a request for biometrics. He/she us also responsible for updating your medical records while the main immigration officer (VO) waits for your biometric details prior to processing your application properly. Although IRCC recently introduced a policy to allow applications within Canada to proceed without biometrics, the key point is that without biometrics verification processes will take a longer period of time.
I talked with someone over twitter. He mentioned that he applied on 10th Jan and the Client support centre also mentioned that his co-op permit was approved on 25th July. For mine, they mentioned it was approved on 30th July. But both of us have not received an approval letter yet. Don't know when they will print work permits and mail them to us?
This is an unprecedented time. Processing times keep fluctuating due to the current pandemic. The real processing times aren't truely reflected on their IRCC websites. Hopefully work permits will be mailed to applicants by the end of this year. So far, most of my contacts have yet to receive theirs.
