ECAS Status Going backwards: From "In process" to "Application Received"

I have applied for proof of canadian citizen with below timeline. In september 2019 in went to "In process". Then just this morning it went back to "Application Received".

Citizenship

1. We received your application for a citizenship certificate (proof of Canadian citizenship) on December 18, 2018.
2. We sent you correspondence acknowledging receipt of your application(s) on January 28, 2019.
3. We sent you a letter on March 22, 2019. Please consider delays in mail delivery before contacting us.

Is it normal? Anybody else who experienced the same?

Sorry i thought that you were telling that it was going from received to in progress and later noticed you are telling about in progress to received hence removed the comment.

Its really weird. Im thinking someone viewed my application and just decided to retrogress the status or something.

Are you Canadian citizen already.

Technically yes. But i would need to have citizenship certificate as i was born outside canada. This is the first time i am applying for the certificate and i havent been to canada yet.

Were you able to find what step 3 is for. Did you receive the letter. What it is about? I got the same line in my ECAS. Thanks

For me, third line meant that my application went to Program Support that caused 2 year delay. Decision was made dec 31 2020. Have not received my certificate though
